This program funds regional centers to develop and evaluate technology-enabled strategies that improve adoptive matching, placement, and permanency for children in foster care. Centers will partner with child welfare agencies and courts to create interoperable tools such as AI-assisted matching and predictive analytics. They will strengthen data infrastructure, support quality improvement, and provide training and technical assistance to jurisdictions nationwide, aiming for measurable improvements in adoption outcomes.
Eligible applicants include state, county, city governments, tribal governments and organizations, nonprofits, and higher education institutions with both technology and child welfare expertise. Individuals and foreign entities are not eligible.
