Eligible applicants include various nonprofit organizations and institutions of higher education. Eligible applicants include nonprofits with or without 501(c)(3) status (excluding institutions of higher education), public and state-controlled institutions of higher education, private institutions of higher education, and others as specified in additional eligibility information.
