This grant funds a two-way exchange initiative for 30-40 emerging civic leaders aged 22-27 from Europe and Eurasia. Participants receive skill-based training on the First Amendment's freedom of speech, engage in hands-on activities, and complete a four- to five-week professional placement in U.S. organizations. The program includes reciprocal visits by 15-20 American participants to promote free speech, reduce conflict, and foster sustained international collaboration aligned with U.S. foreign policy.
Eligible applicants include public and state-controlled institutions of higher education, private institutions of higher education, and nonprofits with 501(c)(3) status other than higher education institutions.
