This program funds research projects that enhance the research and educational capabilities of Historically Black Colleges and Universities and Minority Institutions in scientific and engineering disciplines critical to the U.S. Navy and Marine Corps. It encourages collaborative efforts addressing naval science and technology challenges and promotes student engagement in STEM fields. Projects must advance basic naval-relevant science and technology, expand institutional research capacity, and involve faculty and student participation.
Eligible applicants are covered educational institutions as defined by 10 U.S.C. §4144, including institutions eligible under Title III or V of the Higher Education Act or accredited post-secondary minority institutions.
