This program supports state and tribal child welfare agencies in modernizing fingerprinting and background check infrastructure. Funded activities include deploying mobile fingerprinting and office-based Live Scan stations integrated into child welfare workflows to reduce delays in caregiver approval and placement. The initiative aims to improve efficiency, compliance, and reduce administrative burdens, resulting in faster placement of children into safe, stable homes.
Eligible applicants include state governments, federally recognized Native American tribal governments, state IV-E agencies, tribal IV-B/IV-E agencies, and faith-based and community organizations meeting eligibility requirements. Individuals and foreign entities are not eligible.
