This program funds supplemental crime victim compensation and assistance for victims of mass violence and terrorism. Eligible entities invited by OVC may apply for grants covering crisis response, consequence management, criminal justice support, and victim compensation. The funding targets large-scale incidents that exceed local capacity to provide timely and comprehensive victim services.
