The FosterEd Program waives tuition and mandatory fees for Pennsylvania youth who are or were in foster care, attending approved undergraduate postsecondary institutions at least half-time. It covers remaining charges after other aid is applied. Eligibility requires filing FAFSA and PA State Grant items, residency, foster care experience, age limits, financial need, academic progress, and limits on waiver years. Applications are due by May 1, 2027.
Applicants must be Pennsylvania residents, eligible under the state's Chafee Foster Care Program, aged under 26 by July 1 of the award year, enrolled at least half-time in approved undergraduate institutions, demonstrate financial need, and meet academic progress standards.
