The NSF ELEGANT program aims to foster development and testing of advanced microelectronics manufacturing technology to enable industry to make credible, evidence-based commitments to adoption. It focuses on advancing innovation in low-dimensional materials for semiconductor manufacturing and bridging lab demonstrations with industry-relevant platforms. The program seeks Expert Performer Teams in five translation themes (Manufacturable materials platform, Process technology and process design kit, Device/circuit/full-chip demonstration, Manufacturing readiness/transition, AI-enabled acceleration) plus an Ecosystem Coordinator responsible for coordinating the ecosystem and supporting NSF oversight and collaboration among teams. Eligible proposers are U.S.-based incorporated entities including institutions of higher education, for-profit and nonprofit organizations, or consortia, registered in SAM.gov. Proposals must be for either Ecosystem Coordinator or Expert Performer Team but not both.
This solicitation is open to two categories of proposers: organizations proposing to serve as the Ecosystem Coordinator and organizations proposing to serve as an Expert Performer Team within one or more of the five translation themes. An organization may submit a proposal as Ecosystem Coordinator or as an Expert Performer Team, but not both. All offerors must be U.S.-based incorporated entities — institutions of higher education, for-profit organizations, nonprofit organizations, or formally established consortia of such entities. All proposing organizations must be actively registered in SAM (www.sam.gov) prior to submitting a proposal.
