This funding opportunity supports consortia of research organizations and stakeholders to develop and expand institutional open access policies through rights retention strategies. Projects should foster networks, produce guidance and training, and design strategies to maximize policy adoption, contributing to a more open and inclusive research ecosystem across EU Member States and Associated Countries.
Applications must be submitted by a consortium of at least three independent legal entities, each from different EU Member States or Associated Countries, with at least two established in Member States. Eligible countries and conditions follow Horizon Europe guidelines.
